Are committee meetings normally public or private?

Most committee hearings and markup sessions are generally open to the public. In rare cases, usually to discuss national security issues, a committee will meet behind closed doors.

Why are committee hearings open to the public?

A hearing is a meeting or session of a Senate, House, joint, or special committee of Congress, usually open to the public, to obtain information and opinions on proposed legislation, conduct an investigation, or evaluate/oversee the activities of a government department or the implementation of a Federal law.

Committees are an essential part of the legislative process. Hearings are held to gather additional information and views from non-committee experts. The committee works to perfect the measure by amending the bill or resolution. Once the language is agreed upon, the committee sends the measure back to the full Senate.

If released by the committee, the bill is put on a calendar to be voted on, debated or amended. If the bill passes by simple majority (218 of 435), the bill moves to the Senate. Finally, a conference committee made of House and Senate members works out any differences between the House and Senate versions of the bill.

The Senate and House Galleries are open to visitors whenever either legislative body is in session; however the Galleries are not included as part of the U.S. Capitol tour.
